Socialist Party MP Fatmir Xhafaj, a former Minister of Justice and of the Interior, in his address to the parliament today, while speaking about the state budget, raised concerns about to one of the most delicate aspects of Edi Rama’s in the parliament today, the “secret tenders”.

The opposition and media have repeatedly disclosed facts that the secret tenders are nothing but a corruption and clientelistic scheme to funnel the state budget money to a few hands.

Xhafa said the budget is often "made without a process of consultation with stakeholders without the active involvement of the economics and finance intellectuals".

He called for a package to prohibit “any form of procurement that avoids the race and public competition, be it PPPs, concessions or secret procurements”.
