The opposition leader said the Democratic Party supports the loan from the United States.

"However, we will not vote under unconstitutional procedures," Berisha said.

Mr. Berisha, will you attend the voting session at 3:00 p.m.?

Sali Berisha: We will absolutely not vote under unconstitutional procedures.

Once again, we support the loan and express our gratitude, but we insist that this process be carried out in accordance with the Constitution, not according to Edi Rama's unlawful and unconstitutional will.

The U.S. Embassy, or the U.S. government, submitted this agreement to the Albanian government months ago.

This means the agreement reached the government around June 20.

They then held onto it from around June 20 until July 24, when they brought it to Parliament and sought to push it through under an expedited procedure at all costs.

The Democratic Party's parliamentary group proposed following the constitutional process by convening Parliament again next Friday and holding the vote in accordance with the Constitution.

However, the MPs filling vacant seats rejected the proposal.

After Niko agreed—he is Belinda's puppet, as you know, and he, too, has received a villa there—they said no, claiming that MPs from what Berisha referred to as the "party of crime" had already booked their vacations.
