Democratic Party leader Sali Berisha has mocked the approval of the 2026 draft budget through an artificial-intelligence–generated video, highlighting that most public funds are allocated to the Ministry of Infrastructure and Energy, headed by Belinda Balluku.
Balluku is under SPAK investigation over the Llogara Tunnel case. In the video, Berisha portrays her imaginary investments in high-speed rail lines and express trains, while in reality, he argues, Albania’s railways are in a deplorable state and that 6.4 billion lek have instead ended up in the pockets of the government’s number two official.
"It speaks for itself," Berisha wrote alongside the AI-generated clip, adding that the country’s railway system was never completed because, according to Belinda Balluku, the "surplus" of funds was still not enough to build it.
