Former minister of Justice says electoral reform is useless if it does not bring democracy in Albania

Former minister of Justice Ylli Manjani said the electoral reforms in Albania will not be useful unless they bring democracy in the country.

“The current political scheme is even more unbalanced due to the agreement between the Socialist Party and Democratic Party before the elections, an agreement that came above the electoral law by forbidding the competition with coalitions”, Manjani writes.

“This illegitimacy, accompanied with a massive buy-out of votes, favoured clearly the project of the Renaissance to rule alone”.

“So far, the electoral systems and elections management have been made based on the principle: stability before democracy! The intention has been having a strong government and protected by parliamentary numbers, not necessary with popular vote.

The consequences are obvious:

Arrogant governments and Prime Ministers;

Political parties closed around their chairmen;

The coalitions are typically bargains of power, not negotiations of ideas;

The parliament cannot come out above the government, etc;

Let us leave aside this experiment. The political Albania needs democracy instead of stability”, Manjani writes.

“Otherwise, the electoral reforms will be in vain. Just the next show”.
