While construction permits were being issued with the signatures of Belinda Balluku and Edi Rama, the government’s largesse was complemented by “gifts” from other mayors, who handed over farmers’ land to newly enriched beneficiaries.
The State Supreme Audit (KLSH) identified serious violations in the procedure used to grant land in Sheq Marinas, Fier, to a company owned by Igli Tare, amounting not to a small parcel, but to a total of 3.3 hectares.
On page 97 of the report, auditors detail the contract between Agro Roma 2019 and the Municipality of Fier. The agreement, signed on May 27, 2022, for a term of 20 years, covers an area of 33,000 square meters (3.3 hectares) of sandy land located in the village of Sheq Marinas.
According to the report, this land was allocated without prior approval from the Fier Municipal Council, as required by law.
The contract with “Agro Roma” sh.p.k., dated May 27, 2022, with a 20-year duration (NUIS L91325001D), cites as its legal basis Municipal Council Decision No. 101 of December 19, 2017, “on initiating procedures for leasing unfertile land in the village of Sheq Marinas, Administrative Unit Topojë, Municipality of Fier.”
However, auditors note that this decision approved the leasing of specific land plots in Sheq Marinas, each identified by cadastral numbers and areas, including:

It is therefore clearly established that the land granted by Armando Subashi to Igli Tare’s company was not part of this Municipal Council decision, yet it was used as a reference, raising concerns that the procedure amounted to falsification.
Furthermore, according to KLSH, all procedures for granting the land were violated: no working group was established to carry out the process, and, in breach of the law governing the leasing of state property, competencies reserved for the Ministry of Economy were improperly assumed.
STATE SUPREME AUDIT (KLSH) REPORT
No working groups were established by the authority to assess the documentation for leasing the property, contrary to Instruction No. 12 dated July 30, 2018, and its implementing provisions.
– There are no reports justifying the approval of the lease or determining the annual rental price, in violation of Council of Ministers Decision No. 54/2014, Chapter III, point (c), regarding unfertile land.
– In the absence of the above procedures, an Agreement Act (No. 9401/1 prot., dated December 18, 2020) was signed between the Municipality of Fier, represented by Mayor Armando Subashi, and Aleksandra Tare, administrator of “Agro Roma 2019” sh.p.k. The signing of this agreement contradicts Council of Ministers Decision No. 54, dated February 5, 2014, Chapter I, Point 6, which stipulates:
“The right to conclude lease contracts and determine their duration lies with:
c) the ministry responsible for the economy, for unfertile land. The contract duration for such assets shall be up to 10 years.”
Having openly breached procedures, by failing to establish a working group to assess documentation and by lacking a report determining the rental price, Armando Subashi also assumed the powers of the Minister of Economy, who alone is authorized to lease unfertile land, including sandy areas.
Moreover, Subashi went further: despite the law clearly setting a maximum lease term of 10 years, he signed a contract for 20 years. After the agreement between the Municipality of Fier and Agro Roma was signed on December 18, 2020, Belinda Balluku granted preliminary approval for the construction of a photovoltaic plant on December 30, 2021.
Subsequently, in 2022, Armando Subashi signed the final lease contract with Agro Roma 2019. After all procedures had been carried out with serious legal violations, in May 2023, Edi Rama and Belinda Balluku approved the construction permit for the photovoltaic plant.
DEVELOPMENT PERMIT FOR:
“The construction of a photovoltaic electricity generation plant, with an installed capacity of 2 MW, and auxiliary works,” located in the Municipality of Fier, with “Agro Roma 2019” sh.p.k. as the developer.
To complete the process, Igli Tare reportedly received consultancy from another company linked to the Socialist Party.
According to financial statements published by the National Business Center (QKB), this company was A2 Partners & Law, founded in January 2020 by Aulona Xhafaj, daughter of Fatmir Xhafaj. She is not an unfamiliar name, not only as the daughter of a key figure in Albania’s justice reform, but also as a beneficiary of another photovoltaic park permit adjacent to the one granted to Igli Tare.
In this case as well, strong suspicions arise that the emerging energy zone in Fier is not merely an investment in the sector, but a new space for the appropriation of permits and benefits by individuals close to power, who may become future stakeholders in the country’s energy sector, accumulating millions of euros with the backing of Belinda Balluku and Edi Rama.
Like many others, we would prefer to continue applauding Igli Tare for his achievements in football, and nothing outlined above diminishes his sporting success. However, everyone has a responsibility to reject the web of corrupt governance, even when millions of euros are at stake.
At the same time, no one in this country has the right to leverage their public image to obtain property and assets that belong to all Albanians.
As for former Deputy Prime Minister Belinda Balluku, people appear to be treated as mere numbers, some bound through favors, others as political and economic partners, and still others as proxies for business ventures. Meanwhile, as these politicians and individuals grow wealthy on public funds, SPAK appears reluctant to bring them to justice, despite evidence described as being as visible as the towers rising in Tirana.
