In 2023, Agro Roma 2019 absorbed another company, Real Eco Energy shpk, founded by Edi Agalliu, the father of administrator Soni Agalliu.
According to its declared activity at the National Business Center (QKB), this company was established to obtain a photovoltaic park, as clearly indicated by its name and its operations throughout its existence. After securing the permit, the company was merged into Agro Roma 2019 through an absorption procedure, making Agro Roma, together with Real Eco Energy, the holder of the photovoltaic park approved with the signature and seal of Belinda Balluku.
In its 2022 financial statement, the company reported liquidity of €1.6 million, while also declaring receivables from the company Navitalia (12,721,617 lekë), indicating that the latter had been financed or had carried out work valued at approximately €120,000.
Navitalia is another company co-founded by Igli Tare in 2019, focused on agritourism.
At the same time, inventory or work-in-progress rose to €1.6 million. Expenses included €200,000 for the 8 percent tax, confirming that the company, despite having no active operations, had benefited from a construction permit granted by Edi Rama and Belinda Balluku, with the tax paid on November 25, 2020.
Based on the breakdown of expenses in 2022, the company also paid for project development and the application for a photovoltaic park under 2 MW.
On the liabilities side, the company reported debts to its shareholder amounting to €1.5 million, while also recording €2.2 million in advance payments for apartments.
Following the absorption of Real Eco Energy, the company’s financial statements filed with the QKB were revised. In this period, a new balance sheet showed increases in both liquidity and expenses: liquidity rose from €1.6 million to €2 million, while expenses for the 8 percent tax increased by €50,000.

As detailed in the shareholder’s decision on the address change, the permit was approved in June 2021, while construction works and billing had already begun in 2020.
The same pattern continued in the 2023 financial statements.
In 2024, the company reported that advance payments from clients for apartments had reached €6 million. It appears that the company’s entire activity is not linked to a traditional real estate business or private market operations, but is instead centered on permits granted by Belinda Balluku for photovoltaic parks and by Edi Rama and other officials for high-rise construction in Tirana.
According to official documents, the company initially received a construction permit from Tirana Mayor Erion Veliaj on November 19, 2020, and paid the 8 percent tax on November 25, 2020. The developer listed in the permit was Agro Roma.
In June 2021, the National Territorial Council (KKT), with the signatures of Edi Rama and Belinda Balluku, approved another construction permit for Agro Roma 2019 near Zogu i Zi. Under the revised permit, the project expanded from a residential complex to include a hotel.
Permit for revision of construction conditions for the project: “Soho Towers,” a mixed-use development including services, hospitality, and residential functions, located near Zogu i Zi, Municipality of Tirana, with Agro Roma 2019 sh.p.k. as the developer.
In 2024, Rama and Balluku also approved a further revision of the construction permit conditions for the same “Soho Towers” project.
For the development near Zogu i Zi, Igli Tare established the company SOHO INVESTMENT PARTNERS sh.p.k. in February 2024, appointing as administrator Teuta Agalliu, the mother of Soni Agalliu and an aunt of Igli Tare.
According to salary records from 2021, Ms. Agalliu was employed as an analyst at FSHU, an institution subordinate to Belinda Balluku.
It remains unclear whether this is the building referred to by Belinda Balluku in a phone conversation with Evis Berberi, or whether it is the same project in which she allegedly advised not to sell below €3,000 per square meter.
It is also unknown whether the permit was signed from a villa in White Rocks, Dhërmi, or under whose name such properties are registered. These questions, however, fall within the remit of SPAK to answer.
