On Tuesday afternoon, media governments filled their pages with the news that Lulzim Basha had been appointed by the Committee on Political Affairs and Democracy in the Parliamentary Assembly of the Council of Europe as "rapporteur on the confiscation of Russian assets and their use to repair the damage caused from Russia's aggression against Ukraine".

However, Lulzim Basha sent a fake document to the EC on February 7, 2023, where he presents himself as the chairman of the Democratic Party, while he had resigned from the Democratic Party.

In point 2 of the document, he claims that he is the chairman of the Democratic Party, and even shows his salary, where he writes that he is paid 12,000 euros per year.

All Albanians have seen that at that time Enkelejd Alibeaj declared everywhere that: "Basha had resigned from the leadership of the party and that he was the only commanded chairman.

Basha returned officially for  a fourth term, this time as chairman of the "Vula DP" only on July 29 through a so-called "one member, one vote" process. On the other hand, he never formalized his resignation in court, keeping by force the seal and the logo in the local elections of May 14, where the official DP was ranked fourth.
