Edi Rama is continuing what is described as a coup to protect Belinda Balluku.
By indirectly shielding himself, Rama warned that he has no intention of reviewing the issue of lifting Balluku’s immunity.
In this way, Rama would block the path toward Balluku’s arrest.
At the same time, Rama said he would intervene in legislation and the Constitution to “resolve” the situation according to his wishes.
These legal interventions would serve Rama to delay the process.
As for SPAK, Rama said they should be satisfied with Balluku’s suspension.
FULL STATEMENT
Three conclusions from the meeting of the Parliamentary Group following the Constitutional Court’s failure to reach a decision and the reinstatement of the minister’s suspension:
Non-delegable constitutional functions, from that of a member of the government to that of the President of the Republic and beyond, cannot under any circumstances be suspended by anyone on the basis of an individual name, because suspension paralyzes the function, and therefore the institution he or she leads.
Based also on the reading of the Constitutional Court’s public statement, in which all members of the bench appear unanimous on the existence of the problem but divided on the solution, the Socialist parliamentary group will engage in resolving it through legislative intervention.
The only party satisfied by the reinstatement of the suspension is SPAK, which, under the conditions of suspension, can calmly continue its respective investigation, while until a legal solution is addressed there is no urgency to consider the request SPAK made after the suspension measure was lifted.
An additional note from me:
SPAK is not being interfered with, only supported. The freedom and right of every prosecutor to investigate anything and anyone are not being affected, only guaranteed. The constitutional independence of the legislative and executive branches is likewise not being affected, only guaranteed.
