Opposition leader Sali Berisha delivered his remarks at the opening of the Democratic Party’s parliamentary group meeting at the party headquarters.

Berisha focused on the reports of justice system leaders presented in parliament, which, according to him, demonstrated the courage to prove before the Albanian people that the justice reform has failed.

“Soros’s reform has completely failed! The party’s SPAK is the most corrupt institution in the history of Albanian justice,” Berisha declared.

He went on to say that the parliamentary review of the justice system is a matter of great importance for every Albanian citizen.

“Today, indisputable data confirm the total failure and collapse of the system created through George Soros’s reform in this country. Those who supported this reform are now trying, through slander, deception, and various maneuvers, to cover up this disastrous failure.

They are trying to hide the fact that there exists a country on this planet, not on Mars, where publishing a court ruling takes 1,200 days. This absurd standard was introduced by George Soros’s reform, built on unprecedented corruption.

I commend the heads of the justice institutions who had the courage to tell Albanians the truth. They had the courage to stand before parliament and admit that Albanians now wait 16 years for a court case to conclude, and that, from one year to the next, that period is shortened by only 16 days.

Those who imposed this catastrophe on Albania have neither the morality nor the integrity to apologize to Albanians for the destruction they brought upon such a fragile system as our justice system.

Those who promised that corruption would fall, I assure you, corruption has at least tripled or even quintupled. Today, the party’s SPAK is the most corrupt institution in the history of Albanian justice.

You have heard that, in good faith, even the opposition, demonstrating loyalty to the rule of law and to a state-based society, submits countless case files. Do you know what happens next? The files are closed in exchange for bribes.

Yes, Skap (SPAK) files are closed for bribes. That’s why they turn in pickles there. Officials who have robbed citizens, who have become millionaires by stealing from the people, when their files reach SPAK, they are closed through bribery, in total violation of every standard.

Of course, I follow with deep concern cases like that of Harpy Balluku, where the evidence clearly shows over €2.2 billion involved, yet she will be prosecuted for €1 million, or perhaps even less.

The truth is, files are closed with bags of cash and that is a tragedy for this country.”
