President Meta returns to the parliament the Bill of the Co-Governance for violations of the Constitution and local autonomy

Albanian President Ilir Meta returned to the parliament today the Law on the Co-Governance that, according to the government, aims to “re-concept and re-organize institutionally the Agency for Dialogue and Co-Governance, aiming better quality of the public services and responsibility of the public officials to the citizens and all the entitled subjects by guaranteeing their participation in the decision-making and interaction with the public organs”.

President Meta returned the bill to the parliament for revision arguing that:

1. It violates concrete Constitution provisions and the constitutional principles of the rule of law, the principle of local autonomy, the principle of legal certainty, the hierarchy of acts, and further centralizes control and power in an institution directly subordinated to the Prime Minister.

2. The procedure followed for the approval of Law no. 107/2021 was conducted in flagrant violation of the provisions of Law no. 146/2014 "On notification and public consultation".

3. It contradicts, creates overlap and is not in line with the provisions of Law no. 44/2015 “Code of Administrative Procedures of the Republic of Albania”.

4. It openly contradicts law no. 10385, dated 24.02.201, "On mediation in resolving disputes", as amended.
