Four months prior to the April 25 election the Central Electoral Committee (KQZ) has no answer to the question whether Albanian citizens living abroad will be able to vote.

State Commissioner Ilirian Celibashi said the Albanian emigrants cannot vote without declaring a permanent address in the countries where they live.

In a conversation with media reporters, Celibashi spoke differently from Minister of Diaspora Pandeli Majko who said voting for emigrants could be possible even without the emigrant’s status.

“To be a voter for the April 25 election and the future ones, first of all one must be clearly identified as an emigrant, a citizen of the Republic of Albania with the right of vote but with the place of residence outside the Republic of Albania. One must be clearly identified as a resident, for example, of Rome in Italy, and based on this one must express their will and wish to vote at the place of the residence”, Celibashi said.

KQZ will approve within three days the way of compiling the voters list after receiving an answer from the Registry Office.

Biometric identification is another challenge for the future elections, because the process is still in its procurement phase.
