GRECO expert: Corruption in high levels remains major concern in Albania, surprised by Illyrian Guard

Corruption in Albania remains a major concern not because of lacking the necessary legal framework to fight but because of lacking of the rule of law. One day after the GRECO report on Albania, Stephane Leyenberger said in an interview for TvT that the mechanisms must be implemented in practice to stop the corruption in the high levels.

“We know corruption is a major concern in Albania. Public authorities are aware of this as well. I think the things will evolve more now that the public authorities are ready to pass to the implementation of the legal framework, which already exists. The main concern is using the legal framework everyday to prevent and fight corruption”, Leyenberger said.

He confirmed the GRECO experts concern about the way the vetting process of the State Police is being implemented.

“It may have a negative impact on some of the best police members. Important is not to weaken the police. We need an evaluation of the journey the police members are following in their careers, not just a single evaluation”.

He expressed his surprise about the functioning of the Illyrian Guard, questioning the transparence of the company which is owned 100% by the state and offers paid security services to third parties.

“We were surprised a private company is owned 100% by the Ministry of the Interior and offers security services. GRECO insists this system must be subject to strict rules, and the corruption and abuse of this company must be stopped”.
