The opposition requests ODIHR expertise to solve disagreements concerning the pre-electoral coalitions

The Albanian opposition has requested help from OSCE-ODIHR concerning the constitutional changes made by Premier Edi Rama and their implementation in the Electoral Code.

In a letter addressed to the political council for the electoral reform, the two opposition members Oerd Bylykbashi and Petrit Vasili write there’s a state of stagnating at the moment and for that reason the intervention of ODIHR is deemed as necessary, based upon the political agreement of January 14, 2020.

The opposition members of the political council write that “the January 14 agreement contains a fundamental clause for the solution of disagreements between the parties”, which is asking for ODIHR’s help and intervention.

“The Socialist Party proposes to change the mechanism of the electoral race and of the relevant formula that turns the votes into mandates, which includes the coalitions as well. This unilateral proposal is unacceptable to the opposition, because it changes the basic rules of racing and distribution of the mandates gathered in the electoral races, without a legal cause and only four month before the registering of the electoral subjects”, the opposition members write, adding that the President of the Republic has already set a date for the elections and the electoral process has commenced and it means the Socialist Party proposal is a change of rules in the middle of the electoral process.
