The National Theater in danger after passing to the Municipality, President Meta warns against other moves

Albanian President Ilir Meta reacted after the decision of the government to transfer the ownership of the National Theater to the Municipality of Tirana. The activists for the protection of the Theater fear this is a move that will open the way to the demolition of the historic building, which the government has tried to do for some time now and build a commercial complex there. The case is still at the hands of the Constitutional Court and Meta appealed against any other move that would jeopardize the National Theater.

“President Meta emphasizes once again that the complex of the National Theater embodies the values of our national identity and heritage, values that enjoy special and direct protection from the Constitution of the Republic of Albania”, a declaration at the President’s official site says.

“Yesterday, May 8, the Council of Ministers decided to transfer this national property to the Municipality of Tirana, in order to construct a new building of the National Theater. This decision-making in practice means that another “extra legal” procedure is currently being used, now to the sole responsibility of the Municipality of Tirana, to demolish the buildings of the National Theater.

This decision of the Council of Ministers and the expressed will of the Municipality of Tirana, is not in accordance with the functioning of the state of law and the rule of law, and does not coincide with the values of the European Union, whose cultural institutions have expressed the will of protecting this facility and its restoration.

Yesterday’s decision by the government has rightly created a strong civic reaction, as it is taken, among other things, at a time when the country is subject to the state of natural disaster and restrictive measures of freedom of movement, and at a time when this particular case is pending for evaluation in the Constitutional Court, which has not been operational for 3 years”.

President Meta states that in July 2019, he submitted a request to the Constitutional Court which has to examine this issue thoroughly.

“In this judicial process that should be examined, the Council of Ministers, the Municipality of Tirana and the Ministry of Culture, etc., are parties in the lawsuit, therefore making such a decision at this time, aggravates the unconstitutional position of state activity towards this object of national importance”.

Zoti President !!! Ne Shqipëri ka Pasuri Kombëtare si Ujërat, Nëntoka, Hapësira, Bregdeti, Shtrati i Lumenjeve, Pyjet e te tjera prona shtetërore (publike) qe nuk mund te tjetërsohen pa Ligje dhe përherë ne dobi te te gjithë popullit duke menduar dhe për brezat e ardhshme. Ato mund te privatizohen kur janë prona shtetërore si troje ...ndërtesa...fabrika e mjete prodhimi e tjera si to, pra te shiten me tender...por asnjëherë pasuritë kombëtare nuk shiten..ato jepen për shfrytëzim me afate te caktuara e me detyrime monetare (renta) e fiskale. Pronat e tjera shtetërore janë te te gjithë shqiptareve dhe ato qeverisjes vendore mund ti jepen vetëm ne administrim Bashkive ose institucioneve, për sa kohe shihet e nevojshme. Kalimi ne pronësi do te thotë qe një pasuri te te gjithë shqiptareve tua ua japësh vetëm banoreve te një Bashkie apo institucioni. Bashkia ne shtetet unitare siç jemi ne ka prona vetëm ato qe i blen me fondet e saja dhe ato qe qytetaret ja dhurojnë. E çdo here ato tjetërsohen ne përputhje me Ligjet e shtetit e jo me vendime.
