Edi Rama, the Prime Minister of Albania is part of the dossier on the electoral crime committed in the mayoral elections in Dibër in 2016. Intercepted phone calls include the one from the government chief.

The Prime Minister, on the elections day, September 11, 2016, called at the time of ballot boxes closure.

He called the chief of the Socialist staff of the campaign.

Rama said: Were all the goals reached as we had agreed?

His electoral, political and administrative subordinate answered: Yes chief, everything is okay, as we agreed, all goals achieved…

The conversation took place in the day of the elections immediately after the ballot boxes were closed. Apparently the Prime Minister was convinced his game had worked in numbers, producing a difference beyond any expectations, with 4 thousand votes.

The votes buy-out was massive.

There are pieces of recorded conversations where it is said:

“Listen, there are many other voters here that could be… what should we do?

“Go ahead (pay them)…”, was the response from the electoral buy-out center.

Dossier 184 is the etalon dossier of the electoral crime where the majority is involved. It was the experiment that was transferred to the general elections one year later.
