Stratospheric expenses and new pyramidal schemes, these are Edi Rama’s ‘golden roads’

A so-called super project for the construction of roads appeared today in Albanian Premier Edi Rama’s head and virtual media. The project, huge in appearance, is similar like two water drops to the PPPs and the proverbial concessions for which Rama will be remembered for long.

The replacement will be made not only to grab public money but also to attracts from banks a secret loan worth billions of Euros.

The following are the roads of the project and their costs:

The Thumanë – Kashar road

It is 21 kilometers long, given with concession to the company Gener 2. It’s a field road with a scary cost of €337 million. The government will be the guarantor for the loan to Gener 2. The experts say it’s a road corridor, not a national priority. Its cost of €16.85 million per kilometer is out of any construction norm compared even to the mountain roads in the region.

The Orikum – Dukat road

It is rather a widening rather than a reconstruction of the road with a cost of €50.5 million for 16 kilometers. The experts think the cost is tenfold.

The Kashar – Rrogozhinë road

It is 44 km long and will cost €15.2 million per km, equal to a total of €670 million. The modality of financing it is still unknown, but it is thought it will be a concession and the state will guarantee the loan.

The Tirana - Qafë Bllatë road

72 km long, with a cost €250 million. The Gjoka company will invest €250 million from its budget. The road has several segments. The biggest part has been finished for years. The segment Tirana – Ura e Brarit is finished, the segments Bulqizë – Maqellarë – Kufi Qafë Bllatë are just reconstructions. The concession has many dark unclear sides.

The bypass of Fier and Vlora

Only 10%  of the work has been done so far, with a cost €60 million. However, they are like day and night compared to the costs of the abovementioned roads. For example, the bypass of Vlora is a mountain road, 29 km long, with a cost €35 million. The Thumanë – Kashar road is 21 km long field road and will cost €337 million, when it should cost only €3 million per km. surprisingly, it costs five times more.

The Tirana – Elbasan road

30 km long and costs $450 million, nearly $13.3 per km. The tunnel started during Sali Berisha’s government. Projected and constructed in a hurry, the road “eats” money every day, due to continuous landslides.

The Çorovodë – Përmet road

Nearly 40 km long, the construction started ten years ago with a cost of €10 million.

The Lin – Pogradec road

The construction started years ago. Before a few months, Pevlaku company earned again a bid worth €1.3 million. It seems it will never end.

These are in general line Edi Rama’s golden roads. His practice has been repeatedly criticized by the International Monetary Fund as a mechanism that grows the public debt.
