The technical minister appear to have failed in the only mission they had in the caretaker cabinet: Stopping irregularities show in the electoral process. This is admitted in the report of the Task Force on the elections observation. The report lists several of the reasons that led to the technical ministers’ mission’s failure in conducting the elections.

“Task-Force did not have at its disposal the necessary financial or logistic means to perform a real monitoring process. It made it difficult to the limit of the impossibility to fulfill the assigned mission. The technical ministers faced a lack of the politic will, shown by artificial obstacles in exercising their duty in the function of the monitoring, created by civil servants or politic functionaries, which intended to stop the ministers’ job”.

The report says the votes were bought, police were engaged in the elections supporting the majority and the administration was involved massively in the electoral process.

“Suspicious financial sources were used in votes buying from political subjects from the majority or persons connected to these subjects, in a time when the Directory of Money Laundering Prevention has not reported such cases”, the report says.

“Known criminal groups were engaged in the support of political subjects of the majority in the counties of Durrës, Shkodër, Lezhë, Dibër, Elbasan, Tiranë, Berat, Fier and Gjirokastër”.
